Singapore's longest man-made waterway will be open to visitors from October 23. The 4.2 kilometre-long My Waterway@Punggol features five bridges, bringing visitors closer to the water. Punggol waterway was created out of barren land, and connects Punggol Reservoir to Serangoon Reservoir.
But the area has been given a facelift, making it a scenic spot for a slew of leisure activities. Visitors can relive old memories of Punggol along the way, by stopping at this rest stop, which was an old bus stop in the area.
As the waterway is man-made, the challenge for the Housing & Development Board was how to keep the waterway clean and teeming with life. This is done through a series of eco features - such as an eco-drain that cleanses surface run-off water before it is discharged into the waterway.
Aerators have also been installed to enhance the water quality.
The second phase of MacRitchie Reservoir’s S$5 million facelift has been completed. Among its new attractions is a submerged boardwalk that allows visitors to get a little closer to nature. The boardwalk is located near the edge of the reservoir. The plants lining the boardwalk serve more than just beautifying the area. It also has an environmental friendly function.
It has water plants such as the Beach Morning Glory and Pigweed, which help to purify the water in the reservoir by filtering out sediment. There are also dykes and reed beds, which filter out rainwater from the surrounding pavements before they flow into the reservoir. Larger sediments in the water are allowed to settle while the plants on the reed beds absorb the pollutants, so cleaner water flows into the reservoir.
This feature also helps to cleanse the stormwater, using natural systems like the plants and soil to treat the stormwater before it goes back to the main water body. Another environmentally-friendly feature is the new hilltop restaurant. Decked out with a partial glass roof, the restaurant will allow visitors to enjoy not only sunlight in the day, but also dining under the night sky.
MacRitchie’s iconic bandstand and zigzag bridge, which was gazetted as a heritage building in 2009, has also been refurbished. The reservoir has been undergoing renovations since April last year.

Besides enhancing water supply, Singapore’s 16th and 17th reservoirs are also set to transform the landscape in northeastern Singapore, bringing waterfront living to the heartlands.
National water agency PUB celebrated this milestone recently. Created by the damming of Sungei Punggol and Sungei Serangoon, the Punggol and Serangoon Reservoirs will collect rainwater from estates and areas within Punggol and Sengkang, and parts of Hougang and Ang Mo Kio. Together with the Marina Reservoir, they increase the water catchment areas from half to two-thirds of Singapore.
Although Singapore receives an abundant amount of rainfall, it has limited land to collect the rainwater. PUB’s strategy has thus been to create estuarine reservoirs by damming the major rivers to collect and store as much of the 2400mm of rain that it gets annually. This led to the creation of unprotected and urbanised catchments in the 1980s, starting with Bedok and Lower Seletar Reservoirs. Today, Singapore has eight reservoirs collecting water from urbanised catchments in the densely populated city areas and residential towns.
Water from local catchments is a pillar of Singapore’s water sustainability strategy, along with imported water, high-grade reclaimed water branded as NEWater, and desalinated water. Collectively, these four sources of water are known as the ‘Four National Taps’, a long-term water supply strategy to ensure a diversified and sustainable water supply for Singapore in the years to come.
Besides enhancing water supply, the Punggol and Serangoon Reservoirs are set to transform the landscape in north-eastern Singapore. Envisioned as a ‘waterfront town of the 21st century’, Punggol Town will soon become a commercial and social hub, with a 4.2-km waterway that connects both reservoirs running through the estate and town centre. Hyflux will form a concession company to enter into a Water Purchase Agreement with PUB by April 2011.
According to PUB, the plant is expected to commence operations in 2013 and will add another 70 imperial million gallons or 318,500 cubic metres of desalinated water per day to Singapore's water supply.
The desalination plant will be constructed under a Design, Build, Own and Operate (DBOO) model. This outcome-based approach offers bidders flexibility to design and develop the most innovative and sustainable proposal that meets the specified performance standards. Hyflux will use membrane technology in the proposed plant and generate its own power on-site for the desalting process. Excess power will be sold to the power grid. At a first-year price of $0.45 per cubic metre, Hyflux offers the most competitive tariff for the supply of desalinated water over a 25-year period from 2013 to 2038.
Apart from its competitive tariff, Hyflux has demonstrated a strong track record in terms of technical capabilities, operational experience and financial strength to undertake this project. Hyflux has experience in design-build-own-operate desalination projects locally and overseas, such as the SingSpring Desalination Plant at Tuas and the Tianjin Dagang Desalination Plant in China.
The 70 mgd desalination plant project is PUB's fourth DBOO project between PUB and the private sector, the first three being the 30 mgd SingSpring desalination plant, the 32 mgd Keppel-Seghers Ulu Pandan NEWater Plant and the 50 mgd SembCorp Changi NEWater Plant.
With this Public-Private Partnership model, they leverage the collective strengths of both the public and private sectors to deliver public services in a cost-effective manner. For this 70mgd desalination project, Hyflux’s proposal meets the stated performance requirements for the quantity and quality of the water to be supplied to PUB and gives the best value to Singapore’s water users.
Desalinated water is one of Singapore’s four diversified sources of water supply. The other three are water from local catchments, imported water and NEWater. Desalinated water is set to play a bigger role in Singapore’s water supply. The addition of this second desalination plant will increase the total desalination capacity from the current 30 mgd to 100 mgd in 2013. Desalinated water can be used to supplement water from local reservoirs during dry weather. This will enhance the drought resilience of Singapore’s water supply, and ensure reliability for Singapore’s water users.
The project is part of the long-term water master plan unveiled during the Singapore International Water Week in June last year, during which PUB announced that it would ramp up desalination capacity by almost 10 times, to meet 30% of water demand by 2060.
Located at the north-eastern part of Singapore, Punggol Town has been envisaged as a unique waterfront town with a range of commercial, social and recreational facilities for residents. The latest leisure additions to the town -- Lorong Halus Wetland and the Riverside Walk of the Punggol Promenade was recently opened.
Former Landfill Turned Eco-friendly Wetland: A portion of the old Lorong Halus landfill along the eastern bank of Serangoon Reservoir has been transformed into an educational site and a sanctuary for plants, birds and other wildlife. Using an innovative bio-remediation system, national water agency PUB designed the Lorong Halus Wetland to collect and treat water passing through the former landfill, preventing it from flowing into Serangoon Reservoir. At the same time, the wetland creates a new haven for biodiversity that provides opportunities for recreation, research, and education. The project is part of the Active, Beautiful, Clean Waters (ABC Waters) Programme by national water agency PUB.
The Lorong Halus Wetland will provide a new space for members of the public to enjoy not just the tranquility and greenery of the wetland, but also the new habitat that this wetland has created for birds, butterflies, dragonflies and other wildlife. A rustic trail has been laid out among the reed beds and the ponds, allowing the public to get up close to the wetland system. A pedestrian bridge has also been constructed across Serangoon Reservoir to allow for easy access by the public and residents from the Punggol New Town located on the western bank of the reservoir. PUB hopes members of the community will take ownership of our waterways and waterbodies and play their part in helping to bring these places to life and keep the waters clean.
A new riverfront promenade on the western bank of the reservoir has also recently opened. Built by the Urban Redevelopment Authority (URA), this stretch of promenade, named the Riverside Walk, is part of the larger 4.9 km long Punggol Promenade currently being developed to create more waterfront recreation opportunities for the residents in the area. Envisioned as a rustic promenade, it allows families to enjoy the natural setting of the river banks. It is designed with exercise stations, dedicated bicycle and jogging tracks, as well as lookout points that allow visitors to get closer to the water’s edge.
The Punggol Promenade is part of URA’s Parks and Waterbodies and Identity Plans. In the plans, the coastal and waterfront areas of Punggol were envisaged as a major recreational and leisure destination for the residents in the North-east of Singapore. When fully completed at the end of the year, the promenade will provide seamless public access to the entire Punggol waterfront and serve as a recreation corridor to support future waterfront housing and a range of recreation developments.

In this latest PUB Active, Beautiful, Clean (ABC) Waters project, $2.2 million has been spent on replacing upper parts of the concrete canal wall with natural rocks to courage plants to grow. The canal now looks like a natural stream. Another special feature of the project is rain gardens - pockets of depression with vegetation - that help filter and slow down the pace of run-off from paved areas and car parks from entering the drains. Plants in the rain garden act to filter sediment in the run-off, improving the quality of water entering Sungei Whampoa.
In the meantime, schools in the area like Hong Wen School will use the rain gardens as part of their outdoor learning while students from Bendemeer Secondary School's science and environment club will patrol this stretch of the river weekly.
